I guess the tricky bit is the ‘shelf’, can it cut half way through?

Yes, it can, provided the surface finish doesn’t need to be perfectly flat. We’ve done this at work a few times, using the same model machine. You just experiment with speed and power to do a deep etch instead of a cut.
